Crusade against spammers
Spam is the abuse of electronic messaging systems (including most broadcast mediums, digital delivery systems) to send unsolicited bulk messages indiscriminately. While the most widely recognized form of spam is e-mail spam, the term is applied to similar abuses in other media. According to data of Panda Security Company spam constitutes about 90% of all e-mail messages sent in Poland. For this reason Ministry of Infrastructure decided to take action.
First and most important changes in telecommunications law are ready to be voted in Sejm. According to them a special ministry unit called spam-box will be established. It will allow Internet users to report cases of spamming.
The penalties will be also severe up to 100 000 zloty, which is equivalent to 23 thousand Euro. It is a lot considering that in order to earn 800 Euro it is necessary to send 1-10 million e-mails or different kind of messages.
However this new legislation has an Achilles foot in form of jurisdictional area. It will affect just Polish Internet users as spam from abroad is not tackled by Polish legal system.
