If Treaty from Lisbon becomes effective,  Poland will not be able to block the construction of German and Russian gas main under the Baltic See. Gazprom and its German partners evaluate expenses for the gas main for over € 7,5 billion. Most of the investments cost will be covered by credits.

Gazprom, planning construction, counts on loan from European Bank of Investments, the main financial institution of EU. Financing capital expenditure by this bank outside the EU has to be agreed with one consent by all of EU countries. After admission of Treaty from Lisbon, to take such decision will last qualify majority, at least 18 countries and 68% of share capital European Bank of Investments. Poland, Lithuania, Latvia and Estonia who are against investment, own together 2,4% of share capital European Bank of Investments.
